Der Hund, das Frisbee und Finanzmarktregulierung oder: Wenn Weniger Mehr ist

Was soll ein einem Frisbee nachlaufender Hund mit Basel III, dem neuen “Meisterstück” der Bankenregulierung gemeinsam haben? Dieser Frage ist der Direktor für Finanzmarktstabilität der britischen Finanzmarktaufsicht Andrew Haldane beim alljährlichen Mekka der Zentralbanker der Welt in Jackson Hole, am 31. August 2012 nähergekommen (Haldane, A.G., Madouros V. The Dog and the Frisbee, Federal Reserve Bank of Kansas City, 36 th economic policy symposium, Jackson Hole, Wyoming, August 31, 2012). Er beschreibt das Paradox, dass Hunde die strömungstechnisch und physikalisch äusserst anspruchsvolle Aufgabe, ein geworfenes Frisbee zu fangen, hundeleicht erledigen. Auch viele Menschen schaffen das ganz gut – ohne Doktorat in Physik. Sie alle folgen einer (empirisch nachgewiesenen) einfachen Faustregel, nämlich die Renn-Geschwindigkeit so anzupassen, dass der Sichtwinkel zum fliegenden Frisbee konstant bleibt.

Die Finanzmarktaufseher der Welt haben die Finanzkrise nicht vorausgesagt, obwohl viele von ihnen viele Doktorate haben. Warum nicht? Trotz der Verwendung äusserst komplexer, auf moderner Finanzmarkttheorie aufbauender Modelle haben sie es nicht geschafft. Möglicherweise, sogar wahrscheinlich, wäre hier weniger (Komplexität) mehr (an Vorhersagefähigkeit) gewesen.

Die herrschende Ökonomie ist voll von Entscheidungsmodellen unter Risikobedingungen (fälschlich oft als „Unsicherheit“ bezeichnet). Risiko kann berechnet, bzw. mit Wahrscheinlichkeiten versehen werden. Die Wirklichkeit, vor allem im modernen Finanzsektor, ist aber voll von Unsicherheiten, die eben nicht berechnet werden können. Ökonomen, in ihrem Drang, alles erklären zu wollen, verwechseln vielfach Unsicherheit (the unknown unknowns, um mit dem Spitzenökonomen Donald Rumseld zu sprechen), mit Risiko (the known unknowns). Und ihre Modelle, die komplexe Zusammenhänge “erklären” sollen, finden dafür komplexe Lösungen, die auf einer Vielzahl von Einfluss-Parametern aufbauen. Die dafür notwendigen Information zu sammeln, ist nicht nur sehr aufwändig und teuer, sondern schafft auch das Problem, dass die Veränderung eines einzelenen dieser vielen Parameter (deren künftiges Verhalten man eben nicht wissen kann), zu ganz anderen “Lösungen” führen kann. Da Komplexität zu Unsicherheit führt, und nicht zu Risiko, benötigt sie laut Haldane Aufsichtsregeln, die auf Einfachheit basieren, nicht auf Komplexität.

Haldane zitiert eine ganze Reihe von empirisch verifizierten Beispielen – meist von ausserhalb der Ökonomie – für sehr einfache, aber sehr wirksame Verhaltensregeln, trotz äusserst komplexer Zusammenhänge: Serientäter werden viel leichter durch einfache Information über Örtlichkeiten ausgeforscht als durch aufwändige Psychogramme; Lawinenabgangsvorhersagen gelingen in 90% der Fälle durch die Auflistung ganz weniger Parameter; in der Fabel vom Fuchs und vom Igel weiss der Fuchs vieles, der Igel das eine Wichtige; die Diagnose von Herzattacken gelingt mit einfachen Entscheidungsregeln besser als mit komplexen Modellen; Kaufverhalten von Konsumenten wird durch einfache Daten über wiederkehrende Einkäufe besser prognostiziert als durch komplexe Modelle (all diese Behauptungen belegt Haldane durch einschlägige Literatur).

Er weist dann darauf hin, wie komplex Finanzmarktaufsichtsregeln geworden sind: Basel I (1988) war das erste wirklich internationale Regelwerk. Es umfasste 30 Seiten und konzentrierte sich auf wenige Risikoklassen und einige wenige breite Vermögenskategorien. Die Idee war, dieses Regelwerk als Hintergrund für die von den einzelnen Banken selbst angewandten Regeln zu etablieren. Während der 80er Jahre wurde dies als zu grob angesehen, und gleichzeitig ging das Vertrauen in die je eigenen Risikoeinschätzungen der Banken verloren. Jetzt musste mehr von oben geregelt werden: 2004 kam als Resultat Basel II heraus, es gab nicht mehr nur 5 Risikoklassen, und statt der geringen Zahl der Vermögenskategorien wurden individuelle Kreditexposures vorgeschrieben. Resultat: 347 Seiten!! Dann kam die Finanzkrise, und siehe, Basel II hatte diese nicht voraussagen, geschweigen den verhindern können. 2010 wurde daher Basel III verabschiedet, Länge 616 Seiten! Die Berechnungen, die eine grössere Bank dem folgend machen muss, geht in die Millionen, fast Milliarden. Bei Basel I konnte man noch auf einer Serviette die notwendigen Eigenkapitalerfordernisse ausrechnen.

Der langen Rede kurzer Sinn: Haldane plädiert aufgrund der in der jetzigen Krise gemachten Erfahrungen dafür, die Modellgläubigkeit und den Fetish, Komplexes mit Komplexem bekämpfen zu müssen, fallen zu lassen und wenige einfache, leicht verständliche Regeln aufzustellen, die den Aufsehern auch noch Spielraum für eigene Einschätzungen – aufgrund ihrer Erfahrungen – machen. Überdefinierte Modelle, zu kurze Zeitreihen zur Schätzung der Parameter führen vielfach zu falschen Schein-Lösungen. Haldane vergleicht sprachwitzig Basel mit dem Turmbau zu Babel und verweist auf dessen unrühmliches Ende. Er rät zur Umkehr einer nunmehr 50-jährigen Entwicklung. Immerhin fangen die Hunde noch immer das Frisbee, ohne Newton’s Schwerkraftgesetz vorher zitieren zu müssen.

Damit plädiert er, vielleicht ohne es zu wissen, für die in der “Cultural Theory” argumentierten “schwerfälligen” (clumsy) Lösungen, anstatt von eleganten, (scheinbar) eindeutigen Lösungen. Der Versuch der Finanztheoretiker, die Komplexität der Finanzmärkte mit überdeterminierten sehr komplexen Modellen nachzubilden, sowie jener der ihnen folgenden Aufsichtstheoretiker, als Antwort darauf möglichst komplexe Aufsichtsregeln zu finden, baut auf der irrigen Meinung auf, dass jedes einzelne Problem mit einem eigenen Instrument “gelöst” werden muss, und dass es sich bei der Vorhersage möglicher Finanzmarktprobleme primär um Risiken (also prinzipielle Bekanntes) und nicht um Unsicherheiten handelt. Keynes hat immer von Unsicherheit im Kasino Finanzmarkt gesprochen, die Entscheidungstheoretiker um Herbert Simon (“bounded rationality”) von der Unfähigkeit der Menschen, Komplexität zu durchschauen. Der neoliberale, technokratische Glaube an die Beherrschbarkeit von Unsicherheiten führt in die Irre. Einfachheit mit Flexibilität kann bessere Regeln generieren, benötigt jedoch Vorsicht, Umsicht und Erfahrung des Aufsehers, Gespräche mit allen möglichen Stakeholdern, Fingerspitzengefühl, und vieles andere mehr. Risiken sind beherrschbar, Unsicherheiten nicht: ihre Existenz in Kauf zu nehmen, ist pragmatisch, sie mit riesigen Regelwerken eindämmen zu wollen, illusorisch. Lassen wir einige dieser Unsicherheiten in den Finanzmärkten gar nicht erst entstehen, verbieten wir die besondere Komplexität verursachenden Instrumente und finden wir pragmatische Lösungen für die verbleibenden. Es ist ja bezeichnend, dass im Zugeder Finanzkrise bekannt wurde, dass die komplexen Finanzprodukte und deren vielfache Verästelungen von den Akteuren selbst nicht verstanden wurden. Dass diesnicht nur Risiko, sondern auch Unsicherheit bewirkt, ist uns allen schmerzhaft bewusst geworden.

One lesson from the recent labor dispute in the NFL is that it is less about the complexities of rules of the game (they are mind boggling as far as American Football is concerned) than about the quality of the referees (which everyone had taken for granted in the US).

But these two issues may also be connected: the more complex the rules, the harder it is for the referees/regulators to apply them: thus here again: simplify the rules, make them broader, leave more leeway of interpretation for the (excellent – hopefully) referees.

Ich denke das größte Problem unseres Finanzsystems ist das Berechnen von Zinsen und Zinseszinsen. So werden doch irrsinnige Schuldenberge angehäuft, die nie im Leben abgezahlt werden können. Um Krisen zu vermeiden müsste man das System reformieren.

Ob man Zinsen und Zinseszinsen berechnet oder nicht, ist einerlei. Es gibt sie. Die Frage ist vielmehr, an wen der Finanzsektor Geld verleiht. Nach einer US-amerikanischen Studie sind in den letzten Jahren nur 5% (. ) der Umsätze des Finanzsektors an die Realwirtschaft gegangen, aber 95% sind zwischen Banken und anderen Finanzakteuren abgelaufen, haben also letztlich “nur” zu Provisionen generierenden Aufblähungen der Bilanzen und zu riesigem Risikoaufbau geführt.

Hier liegt ja auch das Hauptproblem. Die Banken wirtschaften mit Geld, das real gar nicht existiert – also mit fiktivem Geld. Dieses Geld wurde durch fiktive Zinsen und Zinseszinsen erwirtschaftet was im Endeffekt nur einer Darstellung in bits and bytes gleichkommt. Dieses „Kapital“ existiert in physischer Form ja gar nicht.

naja, sobald man von Kaurimuscheln oder Goldmünzen abging, gab es “fiktives” Geld: das ist nicht das Problem, sondern eher daß heute der Geldumlauf nicht mehr überwiegend durch Zentralbankgeld, sondern durch Kreditgeld der Banken geschöpft wird. Heute weiß kein Mensch, wieviel “Geld” wirklich im Umlauf ist, da der Umlaufmultiplikator weitgehend zum Stillstand gekommen ist: daher gibt es ja auch trotz vieler Geldspritzen kaum Inflation.

Und was noch hinzukommt: Die Akteure an den Finanzmärkten optmieren ihre Entscheidungen auch untern Berücksichtigung der Regulierung, dh sie suchen nach Umgehungsmöglichkeiten und Schlupflöchern – mit der ihnen eigenen Kreativität. Da haben ein detailliertes Regelwerk und dessen Macher keine Chance, sie werden mit ihren Modellen immer hinter her zuckeln.

You want a dog disc that can take a beating? Look no further. Bite is the latest in dog disc technology to hit the canine sports arena. Using experience from production of the World’s premiere Disc Golf products, Latitude 64° has developed Bite to all dogs and dog owners in need of a disc that can handle a beating. Dog (FoMT)

Maturation

Your dog takes exactly two full seasons to grow, so it will be an adult dog by Fall 1 of the first year. As a puppy, you will not be able to do much with it aside picking it up to raise its affection. Once it's fully grown, there will be more mini-games and uses for your dog.

As an adult, you can play a frisbee mini-game with your dog at the beach. You will need to buy a frisbee from Won for this (it costs 5000 G), and head down to the beach with your dog.

If you investigate the white sign next to Kai's shack, the game will ask you if you want to play frisbee with your dog. Choosing yes will prompt the mini-game to start.

The premise of the game is very simple: a bar will be on the left of the screen, with a red portion and a green portion to it. The red part indicates the 'out of range' zone, and the green part indicates the distance your dog can run. There will be a cursor that moves up and down the bar, and your job is to throw the frisbee (stop the cursor by pressing A at the right time) so that it falls within the distance your dog can run, but not so high in the red that your dog won't be able to catch the frisbee.

At first, the green bar will be significantly smaller than the red bar, as your dog won't be able to run as far. But as you 'practice' more (train more often), the green portion will increase slightly, and you will be able to throw a further distance for your dog to catch.

Competition

Every year, on the first day of Summer, there will be a frisbee throwing competition you can enter with your adult dog. Now, the more you have trained during the year, the further your throwing/catching range will be, and the higher your chance of winning will be. You can win a Power Berry from this event, if your record was the highest.

Livestock Protection

Your dog, when full grown, can also chase off wild dogs that may come into your farm and scare your livestock at night, if you keep them outdoors. A solution to this is to put your own dog outside, and it will be able to chase off the wild dogs.

Townspeople

Mayor Thomas does not like dogs.

Showing your dog to the various residents of town will give you a wide range of responses. The majority of the townspeople generally adore and like dogs, but some will react in fear or disgust, so be careful, if you don't want to lose any friendship points.
